Answer:  The shrillness of a sound depends upon its frequency and pitch, the higher the pitch the shriller the sound. 
 
As the sounds produced by their vocal chords is naturally higher than men. So the sounds produced from the voices of women are shriller than men.

The shrillnes or pitch of a sound is determined by its frequency. The higher the pitch shriller the voice.As the sounds produced by vocal cords of women are higher than men so women have shriller voices than men.

womens have shriller voice because their larynx is small as compared to males and if the larynx is small less vibration will be their and because of less vibration voice will be shriller
